Russia Embargo as of 01 August 2014: important information

The Deutsche Speditions- und Logistikverband e. V. DLSV (German forwarding and logistics association) warns of severe penalties should forwarding and logistic companies ignore the latest embargo measures on Russia. This is with regard to the economic sanctions on Russia imposed by the EU effective 01st August 2014.

The economic sanctions include an arms embargo, economic sanctions as well as a ban on exports of so-called dual-use-items and equipment for the energy sector.

Furthermore, there are 20 organizations and 87 individuals on "black lists". This is why the DSLV encourages vigilance and strongly advises its members to check if such embargo lists are included in their compliance software or else modify it.

The sanctions on items and equipments are very risky since the forwarding and logistics companies rely on the information stated in the freight papers and orders. The companies are neither aware of the full nature of the items/goods nor of their use in Russia. Therefore, the DSLV criticizes the unclear wording of the ban on exports of dual-use-items/goods that might be used for any military purpose.

This criticism is justified since the negligent violation of the embargo might result in fines up to 500.000 EUR, deliberate infringements shall be punished with imprisonment for a period of 3 months up to 5 years and the violation of the arms embargo shall be punished with imprisonment for a period of 1 year up to 10 years.
